I'm wondering is it possible to have PDFCreator do a two-pass print automatically or in a single-step: once to JPEG/PNG/etc and then a second of the resulting image to PDF.
Currently I print once to JPEG then open the JPEG in some other app and print again to PDF, I'm hoping I've missed some config option that does this for me without the intermediary step.

I am afraid this is not possible automatically, but why do you want to do that?
If you want to protect your document from text being copied out of it, then you can use Security options, forbid copying text and leave the user password empty. The users will still be able to open your files as always, but cannot extract text without the owner password.
